EVIOTA, CNT, NG 2006 Charter President “CEBU City is ready without me.” The Freeman attributed this headline to Cebu City Mayor Tomas R. Osmeña, who specifically said: “The city does not need me, which is good.” The Mayor, diagnosed to have cancer in his bladder, declared so not without substance. He might appear to be autocratic as a political leader, but he can afford to be Laizzez Faire as CEO of the second major metropolis in the Philippines.
Mayor Osmeña, 60, is the best living example of a true and effective leader. As it could now be proven, he is dispensable. Things happen without him. The machine of governance does not depend on him. His programs and that of his party continue to be realized. He has well empowered his Vice Mayor, now acting Mayor Michael L. Rama, and the City Councilors. It is only in Cebu City the local legislators are given executive functions that the Mayor delegated to them, a practice he has been doing since he started to serve Cebu City in 1988. Looking inside JCI JCI is a mill that prepares leaders to be like Mayor Tom. Thus, as our 11th GMM guest -- JCI Sen. Jef G. Calomarde (right) -- had well expressed in his message, members should make the most of their membership. Immerse yourselves well, get involve in the projects, participate in the activities and allow yourselves to get through the learn-by-doing processes. Be not contended with just being a member, be a President of the chapter. You would know if you have the mark of a good and effective leader in an organization (GELO) when things happen halfway your term even without you, when your passion is reverberated down the line, when you delegate without fear that tasks are done and the objectives are accomplished. Mayor Tom can rest well as he hurdles through rounds of chemotherapy, confident that his programs and pet projects are realized while he is away in the US. Yet it is good for the Mayor as he leads a compulsory organization, a government with a mandate. The circumstances are different in a voluntary organization like JCI where members have professional and other commitments. It is more challenging to handle these factors and get the members move towards the organization. As Dr. Erico Gandionco, 1991 President of the Cebu Jaycees and now CEO of Julie’s Franchise Corp., would always say: “If you succeed leading a voluntary organization, you will know you can move mountains when you run a corporate organization where people are paid to do their jobs.” How Julie’s the bakeshop chain had expanded geometrically came when Past President Rico took helm of their family business. In JCI Cebu-Mactan Channel, I have no doubt from what I have observed in how they managed the Chapter that Gelo, our 2007 President, and Jolex, our 2008 President, will make it well in the real world as Dr. Rico did. One day they will express as JCI Sen. Taro Aso (right) said when asked of his credentials after being elected as Prime Minister of Japan now: “I was President of Junior Chamber International (here in Japan).” If they will not run their own business organization, the investors of any corporation who will have the luck to hire them both -- and even incoming President MM and those who will succeed her -- can afford to play golf everyday. Gracious Leader Meanwhile, as America and the world celebrated the historical victory of President Barack Obama (below), it buried the gracious exit of Sen. John McCain, who should be a model leader to anyone who lose in elections, especially for politicians in our country. His concession speech should be preserved for those who lose in elections to learn from.
He did not raise Cain. John should get the credit for giving meaning and substance to Barack’s victory. President-elect Obama’s great moment would not have been complete without Sen. McCain giving competition. The Republican took the race while having to hurdle issues he did not cause but was unfortunately associated with by political affiliation. He carried a baggage he did not deserve to carry. What John McCain displayed was his true character, another mark of a good leader, gracious in defeat, never losing his passion, one who is as worthy to become US President.
