2009 President EMI ROSE R. PARCON is the 2009 Most Outstanding JCI Chapter President in the Visayas, awarded during the 29th JCI Philippines Visayas Area Conference.  This is the 4th straight year a President of this chapter received the honor.

A dedicated government servant whose drive to serve the people runs deep in her blood, Emi joined the Jaycees at the behest of her husband, Angelo.  At first very hesitant, Emi slowly began to love the organization which has captivated her husband aver since he was in college.  Emi saw the Jaycees as an opportunity for her to grow further as a leader and as a servant which would better equip her with the necessary tools in her political career.

In 2007, Emi served in the Board of Directors as the Public Relations Officer.  She highlighted several projects during the 2007 term but most notably was the award-winning Worktrepreneur Program which was first implemented in her home Barangay of Kamputhaw.  She saw the opportuntiy to empower her barangay constituents by educating them on important matters about how they could be dynamic entrepreneurs despite their humble backgrounds. 

She followed this up with the Read to Lead Program which would benefit eight(8) Public Schools in Cebu City.  The program aims to teach children about the power of reading and how this will better prepare them for the future to come.

Emi and Angelo are blessed with an eight-year old son, Dain Angelo, who takes after his parents in the makings of being a leader.  Because of the dynamism that the family displayed throughout the year with the JCI tenets as their guide and with the loving direction of Emi as the wife and mother, the Parcons were awarded as the Most Outstanding JCI family in the Visayas in 2007.

Emi graduated from the University of the Philippines Visayas with a degree in Business Management in 2000 and currently serves as a Barangay Councilor for Kamputhaw, one of the biggest Barangays in Cebu City.
